Need to reactivate JPD and downgrade to free version

We had the free JPD trial which has now been disabled. We are a small NfP organization of 42 people and would like to use the free version of JPD and JIRA as they are both sufficient for what we need.
I've followed all the advice and guides but still cannot reactivate and downgrade to free.
