Jira Project Discovery does not allow Idea Lists to be selected if list currently empty

I am new to Jira Project Discovery and want to use it to capture a new project.

I am unable to get started with Jira Project Discovery because the user interface does not allow me to select Idea Lists that contain no ideas. This is a bug. I created an Idea List, but the instructions say:

1. To create a new idea in the list view, select the list where you want the new idea.

This does not work because I cannot select the list if it is empty, yet I can not make it non-empty without first selecting it. Chicken and the Egg problem.

@Scott K I'm not sure I understand - could you please share a screenshot for what you're seeing? Thanks!
