Jira Product Discovery Returns Wrong Permission Via API

We noticed that Jira Product Discovery returns the wrong permissions when using the Get bulk permissions API.

The problem appears to be related to access levels. When the access level is set to open, the API returns true for various permissions that the user should not have. 

The Get my permission API call, which also checks permissions for the current user, returns the correct permissions.
