What do you mean by merge JPD with Jira? Jira Product Discovery is a Jira product, with a bespoke interface to manage product ideas.
You can link JPD ideas to epics to track your the delivery work that is happening in Jira, so you get a view from inside JPD on the work happening within your delivery teams. See this support article on how you can do that.
