jira cloud api oauth

I'm trying use https://developer.atlassian.com/cloud/jira/platform/oauth-2-authorization-code-grants-3lo-for-apps/ for auth and does not work. See screen https://prnt.sc/ra7t1w

After create App I use URL https://auth.atlassian.com/authorize?audience=api.atlassian.com&client_id=RkMn7a60wsCHFts8PBDTDJs8ECxHBoM8&scope=read%3Aconfluence-content.summary%20read%3Aconfluence-space.summary%20write%3Aconfluence-content&redirect_uri=http%3A%2F%2Flocalhost&state=apptest&response_type=code&prompt=consent

And I'm trying use for electron https://www.electronjs.org/

the redirect stops at:

https://api.atlassian.com/oauth2/authorize/consent?state=g6Fo2SBFSzNnM0ttRk5SMWdvM3lseVUyZzBrVWstWGlPTm5QUaN0aWTZIDlLSGVTei1LeGstOVRKQ1Brb2hHYjJXTC1WNFYyRTZJo2NpZNkgOUZqME8xelFJUUJtNHA3TkcwMlQ0ajY5RzdjUU5naHc

and I get an error with no hints in what could have gone wrong

EDIT: I now get a proper error message that tells me I am supposed to make the app publicly available before being able to use OAuth2.

Got the same issue. Is there any solution or more information about it?
