Using Jira for Chargeback/Cost recovery

Hi, We have built out a Jira project to support a BAU service request function for our business. The resources that fulfil each request are billable to the requesting party and we are looking for the best way to use Jira to capture the billable time for a given request and be able to generate a bill on a monthly cycle to facilitate chargeback.

At a high-level, the key requirements are:

• record the billable time against each request by resource type
• Be able to bill for effort expended on a task that is yet to be completed

I have been facing the same issue from quiet some time. Have tried multiple solution but it hasn't been effective. A glimpse of hope has been this highly rated chargeback management solution, would get it a try soon.
