Do change approvers need a license?

Before CAB is set up and approvers are chosen, do all change approvers need licenses or can they be regular users?

No, approvers are as clients, you don't pay licenses for them

You can actually allow a customer to be an approver within JSD. Simply put them in the People > Approvers
