Who owns this project in Fisheye?

A user wants to see a repository in Fisheye.  I am trying to add the user, but I am not the admin/owner of the repository.  The repository in Fisheye has been around for almost a decade and I can't figure out who can authorize this user.  There must be a place to say that Bob from accounting owns this, contact him....  Am I missing this somewhere obvious?

Are you able to use the rest API to grab this information?

A GET for

/rest-service-fecru/admin/repository-permissions/{repository}/users

Should list all the users, including hopefully one admin
