What does a blank "Last Active Date" indicate?

The API gives me access to a "last active date".  What does it mean if it's returned null?

I could not find documentation for this field in the current Fisheye/Crucible REST docs. Could you confirm which endpoint you are calling and paste a sample response? That would tell me which case applies.
