I am talking about a scenario when a reviewer looks into a code in VS and sees a flaw – so far we took care of it through various notes // @TODOs, but we'd like to have a task as a part of the review.

Few years ago we had "IDE Connectors" for Visual Studio, but Atlassian stopped development and open-sourced them. The plugin was compatible with VS 2012, so there's no guarantee that it will still work with VS 2017. But you can give a try (or fix the code yourself :) ).
