I just created a test SVN project hosted on atlassian (using the fisheye plugin) and am unable to change permissions for the various groups. Here is basically what I am doing and the error I am getting:

After going to the admin page from the pulldown menu on my name on the top right of the page and going to
the white "Source" sub-tab:

Clicking configure on any of the created projects and trying to add a group (admin, developers, etc.) results in the
error message: "Unable to synchronise permissions with FishEye: Communication to FishEye failed. Unexpected server response: HTTP method PUT is not supported by this URL(405)."

This is on a just created account on atlassian.

Thanks for any help.

It sounds like there might be something unusual going on with your instance. Please create a support issue and an engineer will look into the problem for you.
