Is a fisheye user the same as a Jira user

We are thinking about looking into Fisheye/Cruicible to our 25 user installation. However, there won't be more than 3-6 people using it, at least not in the foreseeable future. The documentation mentions that a Fisheye-user is a "user is by definition any user account in the FishEye system, i.e. anyone who can log in to FishEye. Unlimited 'anonymous users' are permitted on all licenses.". Does this differ from a JIRA user? Does it mean that we can cut out all non-developers and buy a 1-10 user license for Fisheye and Cruicible and then only upgrade when we actually have 10+ people using the product even if we are in a 25 or 50 tier installation?

What do you mean by "even if in a 25 or 50 tier installation"?

Fisheye/Crucible users can be different from that of JIRA. You can create a different group and let only those users log into JIRA. So, you can get a 10 user license until you have more number of developers in that group.

I mean exactly what you wrote. We have a 25 user license but we're only 4 or so that need Fisheye. In that case we'll start with a 10 user Fisheye license and upgrade when we need it. Thanks.
