How do you prevent author summarizing reviwers have not yet finished

In Crucible the author of the code can simply click 'Summarize Anyway' even if the reviewers have not completed the code review.

Likewise, the reviewer can simply complete the review without actually looking at each file.

Is there anyway to prevent this?

There isn't at the moment, but you can (and should) let Atlassian know that you want this feature -- vote for (f.e.) https://jira.atlassian.com/browse/CRUC-6320
