I have few questions about FishEye and Crucible products. I purchased both products with 10 users license. Is 10 users license related to users which created in FishEye or Sub version users?

Yes, the total number of users which is available to "Fisheye users" groups.

if your users require permissions and controlled access to specific content in your repositories, then they will need to log in to FishEye. Hence, these users will need to create accounts and will be factored into the license limit.
