Does a crucible license entail everything I need?

My development team is looking into Crucible and we work for an Academic institution - does the $400 10-person license cover everything we'd need to work on 10-20 source control repositories?

Or would we need to add the 10-person Fisheye license (another $400) as well to match?

It depends on your requirements.
The Crucible documentation has a How is Crucible without FishEye different from using Crucible with FishEye? section which lists what you're missing when you run Crucible standalone.
Don't forget that you can always just download, install, and try it out for 30 days.
