Can I have a different number of users licensed for FishEye & Crucible?

I'm running a combined FishEye + Crucible server and have two separate licenses (100 users each).

I'd like to be able to upgrade the FishEye portion but not the Crucible portion as I have a lot of people who need to browse and search our code, but not participate in code reviews.

Will this work? How do I determine which users are excluded from Crucible to meet the licensing requirements?

According to the Crucible Purchasing FAQ you can have more FishEye users than Crucible users.
