Refresh linux Jira Prod data to dev environment by using RSYNC

Hello ,

I want to refresh prod data to dev environment.

First thing will restore prod database to dev database. I'm aware that we can move /Var home directory to dev by using RSYNC.

Could anyone help with the process and commands to execute RSYNC
