Permission to drag and issues to done column having a simplified workflow

Hi,

For a scrum project which has a simplified workflow with only 3 statuses: Open, In Progress and Done. Which permission is needed to drag and drop issues to Done column? Only users with Jira software application access is ok to have? Or any logged in user can drag and drop issues?

I will specify that for this workflow no conditions used. It's a simplified workflow.

You will need:

• Transition issue
• Resolve issue and 
• Close issue permissions

Only licensed users should be able to transition issues.
