We already have Jira /Confluence server community licenses for more than 5+ but when we applied today to get the discount for the Cloud, I got a message saying we are not qualified!
I was going to obtain DC license about a month ago. We also have the community license for server. I think you have to submit the docs online to qualify again, I think Atlassian just wants to update their info regarding your organization.
I had to get our compliance department to fill in the form here.
I already applied but our organization is international organization part of the united nation so it is not register in a country :) but we got the rejection after filling the form.

Hi all, we made the change to the Data Center Community Licenses when they first became available.
However, I'm now having trouble getting Community Data Center licenses for some of the marketplace apps we've relied on for years.
The Pricing FAQs on marketplace listings actually say...
"Community and open-source licenses are notavailable for Data Center apps" (and that typo is not mine :)
Which contradicts this original announcement from Atlassian.
Server-licesense work for some apps, but if there is an actual DC version, we seem to be out of luck? (ie I get the full commercial price when I try to add one to my cart).
Hi @Adrian Smith, an authoritative answer would need to come from Atlassian of course, though as a Marketplace Partner I can confirm that we have more than a dozen Data Center Community licensees :)
Also, if you click through the Atlassian Community License Request form, right after the host product there is a free text field that states "Please list the Marketplace Apps you are interested in".
I work for a marketplace partner and can see multiple Data Center community licenses for our app in our license report. At the same time, I'm using a community license for my voluntary activities including apps.
Hmm.. if I try to order via my.atlassian.com, I also see only licenses with the price tag. But I would also go the route that Steffen suggested by filling out the form again.
At the time I wrote (18 months ago) I was eventually able to get Community License for Data Centres App by installing a Free Trial first and then adding a license.
However, this has very recently stopped working and I now when I try to add a license for a Data Centre App the cart has the full price!
Oh no - @Ingo Schalk-Schupp, I also need to renew my licenses soon. I guess, I'll go ahead and try that some time soon as well. Please share it here in case you've found a solution to that.
You can now create a support ticket with Atlassian to have your existing licences extended. Here's a snippet from the reply I received to my support ticket:
Great news —yes, your existing Data Center Social Impact (formerly Community) licenses can still be renewed. Data Center licenses for Jira, Confluence, and Marketplace apps remain100% offfor approved nonprofit organizations until the Data Center end-of-life date (March 28, 2029).
Regarding thehttps://www.atlassian.com/software/views/community-license-request— you're correct that it currently only shows Cloud and Cloud Enterprise options. This is becauseData Center Social Impact licenses are provisioned internally through our systems (ADA)and are not available through the self-service form. This doesn't mean they're unavailable — it's simply a different process.
I was also able to renew my DC Community Licenses. I've clicked on the renew link in the banner message which was shown to me. This led me to my.atlassian.com where I was able to self-serve the renewal with a $0 price for Confluence and the involved apps.
