When select "Set up Crowd" wizard I get a 404 page not found error

I installed crowd 4.1.0 when I got to the main page and select "Set up Crowd" I get

a 404 error. "Description The origin server did not find a current representation for the target resource or is not willing to disclose that one exists.

please follow the instructions Crowd installation fails with a 404 error , it might help you
