Even after following https://confluence.atlassian.com/display/CROWDKB/Change+password+email+have+wrong+base+url, changing /var/crowd-home/crowd.properties, and restarting the server, it still is sending emails anchored at http://localhost:8095 rather than the desired https://foo.bar.com:8096.

FWIW Crowd is running on port 8095 behind an nginx server listening on 8096 with TLS.

It seems that you have opened a bug report for this issue here: https://jira.atlassian.com/browse/CWD-4207
We have updated the documentation and it's now correct, so you'll need to add a "crowd.base.url" property in the Crowd_home\crowd.properties file to get the correct URL in emails.
I'll proceed in closing this question as answered.
