You can use miniOrange SCIM App for Crowd to sync users in the crowd from Oracle IDCS. Oracle IDCS supports SCIM Protocol, which is used to set up the provisioning.
The app allows you to create, update and deactivate crowd users as per changes in the user's profile in Oracle IDCS. You can also add or remove group membership in the crowd as permissions/groups change in Oracle IDCS.
