Currently, we have an application (Let's call it 'ABC') to manage Role Access.
However, we need to integrate it with Crowd (which use a Deleagated auth directory).
There are possible solution for ABC: using SCIM or REST.
Our question, how can we integration between ABC -> Crowd using SCIM ?
If SCIM integration is possible, will be there any additional cost for that ?

To help you with integrating your application (ABC) with Crowd using SCIM REST APIs for syncing users, groups, and attributes, there are two possible scenarios:
If ABC is your IDP and manages all users and groups, we can integrate Crowd with ABC to sync users and attributes directly from your IDP into Crowd via the SCIM Provisioning plugin for Crowd.
If ABC is an external application or an Atlassian product, Atlassian provides built-in SCIM support to sync users and groups from your LDAP directory into the ABC application.

As far as I know, there's no built-in SCIM endpoint in Crow, so you cannot directly integrate your app.
I'd say the recommended approach for custom integrations would be using Crowd's REST API, and there's no additional cost to that. Here are some docs that might be helpful:
