How do i get it reactivated?
I never got an email that they were ready to deactivate my account.
How often do I need to login to keep my account. How do i get a download so I can just get a dump of this info? Pay for an account? Is my data gone?

I recently did a test of a Free Confluence Cloud subscription left inactive and 40 days was the inactivity time period, not 120.
Since it was a Free subscription and Atlassian deactivated due to inactivity they retained the data for only 15 days after deactivation. After that the data could not be restored.
You can go to https://admin.atlassian.com/billing to see when your subscription was cancelled. On that page select your Billing account and click the Manage button for it. Then select the Subscriptions page. Then select the Inactive tab on that page. It will show the date that subscription(s) were cancelled.
If you are still within 15 days from that date, you should be able to restore it by click the Reactivate button you find on the same row.
If you are beyond the 15 days then your data has already been permanently deleted.
As a final resort you can reach out to the Atlassian Billing, Licensing, Pricing support team through this page:
atlassian.com/company/contact/purchasing-licensing
For the options select Your Account, and then Reactivate A Subscription.
They can provide an authoritative answer about when and why your subscription was cancelled and if the data can be restored.

The inactivity time should be 120 days, after it the subscription is deactivated.
There is algo a retention period.
