what is the business requirements for the confluence: collaboration software?

There's all sorts of reasons for using Confluence.  They mostly boil down to "We want to collaborate with our colleagues".  I'd like to give you more information, but the question is so vague, I can't really do much with it.  The business requirement really is "good written communication paths"
