You can certainly use Confluence for task assigning and tracking by using the Task Report macro and Task lists.

Do you use Jira as well? There are plenty of excellent integrations between the two.

There are lots of Confluence blueprint pages out of the box like Meeting Notes, etc. to help you manage your project.
