Hi,

This is one of the reasons I always advise against using Jira as a user directory for any other Atlassian application.

If you're unable to log in to Confluence using Confluence's local admin account (which could have a different username/password than Jira's local admin account) you may need to look into restoring access to that account by following the instructions on this doc: https://confluence.atlassian.com/conf67/restore-passwords-to-recover-admin-user-rights-945103372.html  (you may have already done this, not sure)

I would also check the Confluence logs to see what failures are happening when users try to log in, because that also may give some clues as to what's going on. What version of Jira are you using?
