the page of upm is not found

Recently I gonna do something about the plugins of my confluence(6.1.2), but when I click the  button under the general settings to get the UPM page, I got a "page not found" response, can you tell me what's wrong with my situation, thank you! 

   

when I click the button of plugins(插件), I got a page not found response as below:

 

when I go to the general configuration page, I can't find any items about plugin settings for example the "Atlassian Marketplace":

Could you give us the plain text of the full url of the page that gives you the 404?  (Leave off the http://your-host at the front)

Ok, the UPM is broken then.

What does the log say when you try to visit the page?
