Hello,
We have the following situation:
1. Shared Space
2. Maintainer of space (us)
3. Client (full shared space access)
4. Client can make updates on ALL pages on the shared space
5. Client can make updates (locally) to the database (Action Points) created on Confluence, but upon refresh, these updates do not persist (not visible anymore on Client side, as well as not visible on our side)
Is this a known issue, or does it require specific permission settings?

Seems like a bug, I'm not able to recreate this.
It could be related to the space and/or your instance.
Raise an issue with Atlassian Support
They will be able to see logging and able to look into this.
