The macro 'Content by Label' does not do what it says it does. By default, it displays all pages containing the word entered in the search box - unconfined by the label, useless for my purposes.

I think that the 'Content by Label' should be just that - You should be able to enter a label in the search field and have all the pages that contain that label be displayed but no (sigh).

The only way to get the macro to work to find pages with a particular label, is to ignore the search box and click on the search icon (magnifying glass). This brings up a search page with additional filters, one of which is 'Labels'. You can now type the required label into this filter and the filter will display all similar labels. Select one of the listed labels, and all the pages using that label are displayed.

Alternatively, create a page of all the labels - 'Labels List' and select a label - but that's pretty klutzy as well. 

Anyone know different?

I am not able to replicate the problem you are seeing. When I add the Content By Label macro and specify a label value that is also a match for text on other pages, the results include only pages with the label.

Can you provide some screen images as supporting evidence for what you are seeing? Show the configuration of the macro, show the results, and show one of the pages that is included in the results that has the text in its content but not as a Label on the page.

I am in the same place, I can't replicate this, so I would like to see more about the configuration of the macro and how it is being used.  The damning evidence here would be a screenshot of a very short page with no labels next to a screenshot of page using the macro and showing that unlabelled page.

But.  I don't have access to enough different types of systems to do all the testing I want to.

A simple small Cloud system doesn't do it for me.  Add a label macro to a page, it's empty until I add a label that matches.  Same on both an ancient and modern Confluence server, macro looking for "Mr Flibble" instantly returns a page I put "Mr Flibble" on as a label, and stops when I remove it.

I typed all of that to suggest that we need to dig deeper, not because anything is wrong.  I've probably missed something, and there is definitely a case I have not covered there.

Has your Confluence been migrated from one system to another?  Like Server to Cloud?
