What values ​​should I set to LC_COLLATE = and LC_CTYPE =?
It is not possible to set values ​​from the manual (LC_COLLATE = 'ru_RU.UTF-8' LC_CTYPE = 'ru_RU.UTF-8') Only ENCODING 'UTF-8' is correctly set. The rest is russian_Russian.1251
Windows has some difficulties with UTF-8

You instance should work with the collation available. Our documentation needs an update and it has already been reported:

CONFSERVER-57749 | Correct encoding requirements for Windows users on installation with PostgreSQL

According to PostgreSQL documentation, UTF-8 encoding can be used with any locale. So you should be good to go with russian_Russian.1251.
