"What's new" wont go away

Despite having checked "Don't show again" and closed the popup about 50 times since upgrading, this dialog keeps coming back (it seems to stay gone for about an hour or so, but it'll certainly return eventually). Many of our users have reported the same behaviour.

Hi Sam,

In order to prevent the "What's New" window to appear in Confluence, try to disable the "Confluence What's New" plugin, which is a System/Bundled Plugin in Confluence. Go to Confluence Admin > Plugins > System Plugins, find "Confluence What's New" plugin, and disable it.
