"Remove Surrounding Panel" does not work

I've got a excerpt include that I'm using porting over a status from another page, that's all working correct except that it's including the surrounding panel which is really cluttering up my page. 

There is an option here to remove it, however after I save, even after hard refresh the surrounding panels are back.. help!

Hi Matt and Welcome.

It's quite strange... could you please double check if the macro 'Remove Surronding Panel' option is checked and the page itself has been saved?

Maybe you changed the macro configuration but forgot to publish the change and there is a draft waiting to be published.

Yep, I deff checked it, previewed, saved multiple times over... I ended up deleting the include excerpt and re-adding it. 

I discovered that if you save it once with the border you can't get rid of it, however if you save it the FIRST time without it, it works. 

So perhaps a bug of sorts. But I figured it out.
