I am trying to push an email to all users after i publish a change. I have added the names to the manage watchers. I change content , the notify watchers is checked, hit publish and they don't get an email. What don't I understand or have right?

If you wanted to go one step further than email to something more modern, and get push notifications to your team via Discord, Slack, Rocket.Chat, email, MS365, AppRise and about 80+ other methods you could use changedetection io website change notifications and/or their OpenSource code at https://github.com/dgtlmoon/changedetection.io
Then just point it at your confluence page or whatever it is that you need, they have an API that you can call to automatically add/follow pages too
This works best for my team because we're using RocketChat and are flooded by emails :)

Did the users get the email after you posted this question? I ask because I was testing notifications in Confluence Cloud earlier and found it can take 10 minutes to get the email for an edit. This is because of batched email notifications for multiple edits.
I look forward to hearing if the users that did not get the email have the Show changed content box checked under their profiles, or whether they did get the notifications after a few minutes.

That is what I had to do is mark the 'show changed content', we got the emails I will assume I would need to change each users email settings to do a 'mass email' if I change content on a page??
It did take about 10 minutes for the emails to come thru.

Yes, if you need everyone to get an email triggered by an edit then everyone would need to have the show changed content option checked. One way to work around this for a mass email would be:
