We have 10 licenses of Confluence, so before migrating information I wanted to see if I could set it up in a way so that: 

  1. All JIRA users can see the information.
  2. Only the 10 license holders can edit/input information.
  3. Each of the 10 license users be restricted to input/edit information ONLY on the pages created by them. 

Can I do this and if so how would I go about setting this up?

Hello,

1 - If the Jira users have Confluence licenses OR the Confluence instance allows anonymous access then the Jira users can see the Confluence pages.

2 - Space permissions control who may edit/input information, if the 10 licensed Confluence users are in a group, the group may be granted permission to add or edit. Users not in the group would not be able to change anything.

3 - Administratively, there is no way to enforce "Each of the 10 license users be restricted to input/edit information ONLY on the pages created by them." administratively but you could ask the users to apply page restrictions to their pages so the other users could not make changes. Another strategy would be to create a space for each of the 10 users, and make each user the only one with permission to make changes in their designated space.
