I'd like to create a template where the wizard asks the pagename and labels and are automatic filed in when the wizard is finished

to create such a template, you have to develop an app (example:
https://developer.atlassian.com/confdev/confluence-plugin-guide/confluence-blueprints/write-a-simple-confluence-blueprint-plugin).
Since you are on Confluence cloud, you are not allowed to add your own template.

After some investigation I've found out I need a server running to have these apps to work. Just too much hassle for me.
