page cant not deleted

Dear Support Team, 

Although we use one account which he has all permission for the space to maintain the page , he can not delete some page content while the page was created by another account which the account was disable. Why we need use system administrator account to delete the page?  Thanks a lot.

Additonal information:

Does someone who has all permission in the space , does it mean he can do any thing , such as insert/delete/edit.....anything in the space ? Thanks a lot.
