We have a single page inside our space of many many pages, and we want that single page to be viewable and editable by persons outside our team.

That will not be possible, unfortunately, as space is the parents and the page are child record. This means that if you want the page to be able to be view and edit, the user will need to have access to space itself.
Of cause there is a workaround but it will be tedious.
I found a feature request at the link below that address this issue in particular.
Please vote, watch and comment on it. Please take note that the feature request might not be implemented anytime soon.At the moment, there is no timeline yet when these will be implemented or delivered. Therefore, as all related updates will be made available there, I would recommend you to watch and vote for this improvement because based on [New Features Policy|https://confluence.atlassian.com/display/DOC/New+Features+Policy] voting increases the chance of implementing this feature.
Kenny, thank you very kindly for taking the time to describe the operational complications arising from this request.
Another team member (props to Angie!) came up with creating an entirely separate space to manage the project requirements and setting page permissions as needed to accomplish our goals. Our primary space is unaffected and the new space gets things done as needed.
