Can you let me know what you mean by that? Confluence doesn't have an offline mode, but users can export pages and spaces to a readable format.
Export Space permissions are controlled in the Space permissions. You can remove the export space permissions from users you don't want to be able to export the spaces.
If a user has permission to view a page, however, they will still be able to export the page itself to PDF or Word.
