no edit ability to edit and table formatting is gone

Today, for the first time, when I access a Confluence page on my laptop computer, I cannot edit content. Additionally, the entire toolbar that comes down when scrolling up is missing and the formatting of tables are missing. That is, no grid lines, no color in headers. 

When I access the same pages, under my same account, on a different computer, everything is normal. 

On both machines, I'm running Chrome (Version 77.0.3865.75) under Windows.

Erasing the cache in Chrome resolved the problem.
