No, Atlassian don't do that type of support, you would need to engage with a partner. Atlassian support on an upgrade is limited to help when something goes wrong (probably in your test run) and you can't fix it yourself.

That won't affect the upgrade.
But it does make a good point - 6.13 is end-of-life in 2 days, you should be looking to upgrade to a supportable version, probably one of the more recent LTS versions.

Thank you Nic, appreciate it. IT looks like 6.13.23 is the upgrade version we need for our server version? please forgive by questions, not familiar with the the product, not sure what the latest version we are eligible for without having to migrate to confluence cloud?
I proposed migrating but the Parliamentary Counsel decided against it for now.

I would look to https://confluence.atlassian.com/enterprise/long-term-support-releases-948227420.html for the next long term support releases.
There is no "migration" needed for those though, it is still an "upgrade"
6.13.23 is the latest (and last) release for 6.13. It won't be supported from the day after tomorrow though, so I strongly recommend looking at the upgrade to a supported release.
