Have you read the main sentence in the error message?  That tells you exactly what is wrong.

thanks for your response 

the main sentence in the captured error message "akazamel@smartnetserv.com doesn't have access to Confluence on singularity.jira.com." 

where could I get access then 

please advice if you can help

You will need to talk to the owners/admins of that system.

We can't help you with that - we're a community of Atlassian software users who have less knowledge about that instance than you do.
