localized themes & global settings

can a theme be changed for a localized set of pages or do global settings HAVE to be modified to alter themes?

It depends on the Theme.  You can choose different themes for different spaces (e.g. space1 has default and space2 has documentation).  But Themes have global settings that affect all spaces using that Theme, and some of them have local settings that you can amend in space admin.
