insert title page or html content on pdf export if page has label

I would like to be able to include a pre-formatted cover page on pdf export IF the page has a label. Is this possible?

For Confluence Server, the PDF export feature does allow for the creation of a Title Page. However, the existence or not of it is not based on Labels. Since the PDF Styles are based on a combination of CSS and HTML, there is a chance that this is achievable:
