Do you work for a company that already has Confluence? Are you trying to access a Confluence system that already exists?
Or do you want to start your own Confluence subscription where you are the owner of the Confluence instance and determine who else can access it?
If you want to start your own subscription for Confluence you can do that by clicking the Get it free button on this page:

If you are trying to access a specific Confluence instance that already exists, you will have to contact the owners of that Confluence instance to request access.
