Hi @Rajesh Parmar,

is your question about Jira or Confluence?

In Jira, you log in as administrator, go to Cog-Menu->User Management, there you can add an user and check the box to send an email to that user. You must have outgoing email configured for this to work.

If you run Jira on your local machine, other users must be able to access your local machine.  If you did not change the configuration, Jira will listen on port 8080. The other users then can access Jira this way <local machine>:8080 where <local machine> is either a domain name or an ip. But have in mind, that Jira will be accessible only when your local machine is running, so it is recommend to run this applications on a dedicated server if you want to use it with other users.
