Please could you explain all three of your questions in more detail, all you've really given us is out-of-context snippets of question.

• What do you mean by "action item" and "remove"? (remove from where?)
• Which text header?  The body, menu, or something else?
• I'd say drag the cursor over it, that highlights the text for copy and paste

• Page header text can not change it's format ..eg text size ,Bold , Italic...
• Hav a page header and short introduction to page. need to highlight ie make background color only for header and first chapter

Page headers have standardised css so that the authors do not have to think about formatting.  You can use your own css for a space, and they will remain consistent.  (Please don't have inconsistent header formatting, it's a stupid idea because it's really bad for readers)

Use the panel or highlight macros for highlighting text.
