When further down the page I link to a header that is near the top of the page, and click on the header link it jumps to to header but brings up the edit toolbar because it had to scroll up to get to the linked header. This is blocks the a significant portion of the text that I am trying to link to. Is there a way around this so that when a user clicks on the linked header to prevent the edit toolbar form coming up and blocking the text. Is this a bug or a feature?
