how to gain access to edit/create a page

I am able to create/edit for a 1 out of 2 spaces i have access to. The restriction are taken off and I still cant edit.

What are the exact symptoms of "can not edit"?  What is stopping you?  Lack of the edit button, failure to submit, an angry penguin sitting on your keyboard?

Are you sure there are no restrictions on the page?  Definitely no red padlock on it at all?
