There is only a way to leave a comment on the url, but there is no way to prevent hovering. It is inconvenient because this event keeps occurring when you move the mouse and scroll while viewing the page. tell me how!!

Community moderators have prevented the ability to post new answers.
Currently it is not possible to disable inline comments. There has been a suggestion (CONFSERVER-54290) raised around this with Atlassian, but it was not implemented due to limited demand. If you feel that this suggestion is valuable, please raise it again on https://jira.atlassian.com/
